Pants with shorter legs for size 24 months?

My DS is tall for his age, but all of his height is in the torso, not the legs. I am having a hard time finding comfy pants that don't need to be rolled up. Elastic on the bottom helps - but I can't seem to find any with elastic in his size...

    I had just the opposite problem.  Any pants that were small enough to fit around DS's waist were high waters on him.

    I would see if you could find 18 month pants that had a little wider waist.  Gap's loose fits are kind of like that.

    roll them and hand sew them in place in a few places.
