My cousin is going to be having 2 u 2, they will be 18 months a part. She said she will not buy a double stroller because that is a waste and money. My family would like to buy her a gift and wanted to buy her one. I personally, think it would be useful since her first child will still be little and would want to ride in the stoller too. But what do you think? Do you really use your double stroller or is it a waste?

I don't think it's absolutely necessary in the beginning. Honestly, I don't use mine all that much right now. I wear the baby in a carrier and push DS in the single stroller when we go out most of the time since I'm trying to lose this belly.
I think I'll use it more as DD gets heavier/older.
If she doesnt want one, I'd find another gift.

You probably won't be able to get her to change her mind until baby #1 runs off while she is pushing the stroller, or sits down in the middle of the store refusing to walk... try and be supportive, and if she ends up wanting a double stroller maybe your family can get it then. If you get it now she will probably complain/ and or return it, and that won't make anyone happy!
This is me too. I have a BOB Duallie and a Baby Jogger City Select and I use both of them nearly every day.
My son is very big (20 pounds at 5 months) so babywearing is already pretty hard on my back. I wear him around the house a lot, but when I am out and about I like to have the stroller option. If I want to go to the mall and try things on I need a place both of them can sit. I am also a runner and am just getting to the point where DS has the neck strength that I can start running with both of them.
It is a lifestyle thing but I tend to agree with you OP, SOMETHING (even a MacLaren umbrella double) would be nice to have around. But, I wouldn't get it if she has explicitly told you "no". Let her go out later if she feels she needs it.
Does she have a second highchair? A second baby monitor? We love our video monitors and we started having our son join us at the dinner table in his high chair at 4 months old... so we use two high chairs at the moment (and probably will for awhile).
