Stupid question about repelling in pockets

It's the lining in the pocket part of the diaper that repels, not the microfiber/terry insert. Right? Or is it possible for the inserts to repel too?

We said "I Do" on 9/27/2008!

I'm pretty sure it can be either though I know when I've had issues its been the lining.
