Rufflebutts sizing?

Do they run true to size or small? Asha will be nine months at her baptism and is average weight and a bit on the tall side. I need a white ruffle butt for under her baptism dress (it is knee length). So do I get the 6-12 month size or the 12-18 month size? Fwiw, her baptism dress is marked 9-12 months (16-20) lbs and the collar is already snug (the dress is not big at all).

I feel like it runs small. If you want her to be able to wear it this summer as well, I'd get the larger size. My DD was a peanut at that age and I order up from them. I love their things, btw : )
