I think it depends on what you're looking for. I've been to pretty much all of the sales in the Twin Cities atleast once. The Roseville ECFE I always go towards the big stuff/toys first. There's usually a ton and the prices are good. I've never walked out with a lot of clothes, but boy clothes are always a little more difficult to find anyways. I like the MOMs sales best for clothes. I've never done that great at Munchkin Market or JBF. (But I think if I had girls this might be a different story).
I find Munchkin Markets and The Little Rascals (down in Chaska, I think) sales to be WAY overpriced. Since most people only see like 60 or 70% of asking, they mark it up to make up for it. I saw Carters things with tags selling for full retail...yet you'd be hard pressed to find anyone who has ever paid full price for something at Carter's when they buy it themselves!
There was a discontinued toy there last year that they wanted 125 dollars for...and it was missing pieces!
I usually did end up finding a couple of things, but I was never overly impressed when I went.

I have consigned at the Maple Grove JBF sale for a 3 years and at the Elk River one since it started. You can register as a first time mom and shop before it's open to the public. Most of the good stuff gets picked over at the night before sales for consignors, volunteers and first time moms.
I went to the Maple Grove JBF sale yesterday around 11-11:30am. I knew that since we were going "late" (after the pre-sales and the morning of the first day) that it would be picked over, and it was.
We bought one larger toy and some brand name clothes for a great price. I'm looking forward to being at the FTM pre sales at the Woodbury and Edina sales, though!
Will try to check out Roseville ECFE and Munchkin Market this weekend if I'm feeling up to it.
