I'm sure it probably depends on the seat. When I got ours inspected - we have a Britax Marathon - she said it didn't need to be super tight. It just needs to help prevent the seat from flying forward. So it has a little slack, but not much.
Ours is pretty tight. There is still give in it though because at least for us, if you pull until it's TIGHT, then the seat will be pretty far reclined. Sorry that's a vague answer. )
First, the only seats that allow for using a tether RF are Britax and Sunshine Kids. If you have one of these seats and want to use the RF tether, you should only remove the slack, and do NOT pull it tight. The tether should not change the angle of the recline at all, so if you loosen the tether and your seat moves, it's too tight.
