Does anyone know how to convert inches or CM to a child's shoe size

I'm trying to figure out if DS is a size 5 yet.  I found 2 websites that convert inches to a shoe size, but they gave totally different answers.  One looked like it was a European site (but still used inches) and their size 5 was close to an inch bigger than another site I found.  Does anyone have a good reliable website where I can measure DS's foot with a ruler and use it to figure out what size shoe he should be wearing?

    BFP 8/1/10, missed m/c, D&C 9/15/10.
    BFP 1/8/11, chemical pregnancy.
    BFP 3/4/11, measured behind all along, no more HB 4/18/11. D&C 4/29/11. HCG didn't drop, Repeat D&C 6/17/11; confirmed molar pregnancy 6/23/11.
    Forced break, including two Hysteroscopies in October to remove retained tissue.
    BFP 12/29/11! Betas @ 10 dpo = 85, 14 dpo= 498, 22 dpo = 7242
    Heard HB 1/24/12. 144 bpm!

    If you print this chart out (from Stride Rite) you can measure your LO's foot. I tried it with DD and the print-out matched her size of Stride Rite shoe that she needs/has perfectly.

    What the heck?  According to this chart, he's a size 13.  That's impossible.  Is Stride Rite European or something?
