How long to leave her up there? (nap related)

This has never been an issue for us so I have to ask... 

LO only took a 45 minute nap (usually at least 2 hours minimum and mostly right at 3 hours) and she has been crabby ever since. I tried putting her down for another nap just a little while ago since it has been almost 3 hours since she woke from the first nap but she is fussing. She quiets for a few minutes then I'll hear her start crying or just fussing then quiet again for a few minutes. I would not have tried putting her down to a nap except she was doing all of her usual signs that she wants a nap. How long do I let LO try to go to sleep? It's been 20 minutes so far. Every time I think I should go up she suddenly quiets down.

I would wait it out if she is not crying too hard and is just fussing on and off. Sounds like she may just be over-tired and having a hard time going to sleep.
