I do to.  I guess if you are a huge Carl Sagan fan you might use it.  I would pick Carl first.  Or make Sagan the middle name.

I actually went to college with a girl named Sagan, pronounced Say-gan.  She was named after Carl Sagan.  Not a fan...

ETA:  OP, I just noticed that you're from Indiana.  My hometown is in Kentucky on the border of Indiana so I'm not sure where you heard this name, but it could possibly be the same person, LOL.  I mean, I don't know about you, but I don't know too many Sagan's!
