I've just used it in the last rinse, not as a soak, and it's softened my CDs up just fine. I imagine that if you want to use it as a soak, you should do it prior to the last rinse in your wash cycle. Either way, make sure to remove PUL items before adding the Ecover.
I did a soak with 2 fitteds in my sink filled about half way with water and a capful of ecover. They were pretty rough so I let them soak over night. You can add it to the rinse cycle also just make sure you remove the PUL and microfiber.

Yea, I figured out quickly that I shouldn't have used it on my PUL the first time I used it and promptly did a few rinses and all was well again, but I haven't had any issues on my microfiber...yet. ;-P
