Technically we haven't started yet, but I'm planning on about 12 months. They're not walking yet, and I don't really see the point until then (and even then only when we're somewhere outside of our home). We do have some little soft leather booties that they wear occasionally if it's cool outside and I think something in addition to socks would be good, but that's it up to this point.
I voted for 9-12. LO is on his feet a lot, esp since he's now freestanding more these days, but I keep him in footed pajamas all day (even at daycare) so I don't have to worry about his feet getting cold/dirty/etc. I already bought shoes for him sized at 12mo (he has big feet) but I think he will probably be wearing them more regularly before then but for now, I'm still just utilizing the footed pajamas more since he doesn't play outside that much (it's been cold and super rainy here) but it would be a different story if it's summertime right now.

We did this too, except used soft soled shoes/boots when we'd go out to keep her socks ON! Now that's she's walking we have her wear shoes outside. Barefoot or sock feet indoors.

I put soft soled shoes (Robeez) on him everyday since he started daycare, and even sometimes before that.
Once he started walking I switched him to Pedipeds soft sole because they seemed a little thicker and he is mostly inside.
He also has a pair of rubber sole stride rites for walking outside.
