We were quoted 7-9 months from HSTK to referral. Our agency requires I171-h before HSTK. After our paperwork went, the estimated timeframe lengthened slightly.
HOWEVER, we got a sibling referral at the end of August, so our timeframe was cut drastically, which is both good and bad (mostly good).
Note that some agencies approach the whole waiting/paperwork process differently, so there's not always a sure-fire way to make comparisons. My agency has no waiting list for homestudy (some agencies don't let you start the homestudy until you're close to the time a referral would become available. With mine, you do your homestudy THEN get in line).
We were quoted 6-9 months. I still have 20 lbs (I've lost 50 so far) to lose before we can even start our homestudy, so I really hope that there are no further delays.
