won't go on the potty!

my 2 1/2 year old boy will not go once he sits on the potty. I don't know what to do to get him to understand that he is supposed to go on the potty. It's like as soon as he gets up from the potty he ends up going in his underwear, then says "uh-oh I pee". I don't know what else to do to try & get him to go!!

Have u tried going completely bare botttom? and also offering him M&Ms when he goes?  also try using regular boys boxers and not boxer briefs that feel like a diaper
