Instep Safari Swivel Double Jogger?

MIL is looking for an inexpensive double jogger for my SIL (really just for walking).  The Instep Safari Swivel Jogger seems to get decent reviews for the price range and I think it would meet her specific needs. 

However, I can't for the life of me figure out if it can be used with an infant car seat (which she wanted).  Does anyone have this stroller or know?

No, I am almost certain that it is not car seat compatible.  I was going to get it too, but decided against it after reading that in a review somewhere.
