How to get DD to sleep longer than 30 min without me next to her?

DD wakes up 30 minutes after she is down unless I'm next to her.  I've read NCSS and I've tried the PPO, she just chases me when I scoot away from her.  It's really draining that I have to nurse her every 30 minutes and tonight it took her 30 minutes to get her back to sleep the first time, and she is still awake from her second wake up.  I nursed her, but she wouldn't go to sleep, she just kept pulling off and looking around.  I even got desperate and tried letting her cry.  I'm just at a lost and I don't know what to do.
