I always go for books.  Maybe ask the parents what he is interested in or get a gift card for a book store.

My nephew's just turned 7 and 9.  I got them each a Lego Architect set at Barnes and Noble and they loved them.  I think one was the Space Needle and the other was the Empire State Building.  They were each $20.

ETA: I know the box says age 10+ but I saw the 7 year old put this space needle one together on his own very easily, so I wouldn't worry about that.
