Try calling around to some consignment shops. Our Kid2Kid always has a ton of soccer cleats. Or, if you want new, I know endless.com has some. You'll probably want to order at least 1 if not 2 sizes up though.
I was at Sweet Repeats on Miami Circle today and they had a basket full of soccer cleats. Obviously I didnt check the sizes, but they had em. You could always call and I bet they'd look in the basket for you. It is right by the counter with their shoes and belts.
I got Caroline's first pair at Sports Authority. I just ordered another pair for this next session at zappos.com and I think it was free shipping. You do want to get a size or two bigger. I made the mistake of getting her true size for the first ones and it was impossible to get her shinguards and the thick soccer socks into the shoes. This time I ordered a size and a half larger.
We need to get some too, Finn starts soccer a week from Saturday! We also have to get shinguards, any suggestion where to get those for a small 3 year old?

FWIW I coached soccer in highschool (ages 3-5) and it wasn't necessary for the kids to have cleats. You may want to check to see if they really need them.

Try soccerusa on barrett parkway. When we got nkosi's a few years back we bought them at an adidas in Discovery Mills mall. you can try there too.
