Google Mom's Club International and find the one in your area. . .I am a member of the Roxborough/East Falls/Chesnut Hill/Manayunk one and I absolutely LOVE it! It is only $20/year and there's pretty much a playgroup or something to do everyday.

There is a really awesome MOPS group at Church of the Savior in Wayne. You sit at tables grouped by your geographic location, so it is a great way to get to know people right in our town as well as in the whole mainline area!
All great suggestions. Also try your local library for baby story time. I know that might sound crazy if you have a tiny one but i met alot of nice moms (and dads!) in the neighborhood by going to storytime. Now we have nice playgroups that have formed thanks to storytime. GIve it a try.
