Should I adjust exersaucer height?

How do you tell if the exersaucer needs to be raised?  I don't know if they're all adjustable or not, but mine has 3 levels.  It's on the lowest level right now and DS can put his feet flat on the floor of it, even with his knees bent a little.  What position should his feet be in for it to be the right height?

I adjusted ours.  I think I read that they should only be able to touch with the tips of their toes.

I adjust ours when his knees are bent. Ours is on the 2nd level, about to move to the 3rd level.

With ours-the baby's feet were not supposed to be flat on the floor. It said to raise it if they were flat.

our evenflo exersaucer said the feet should not be flat and only the toes should touch the base.  So, we raised it up this weekend.
