I read in the Confessions post about your problems with Family Health Plus.  If no one will get back to you, I suggest contacting your NY State Assemblyman or Senator.  I used to work for an Assemblyman, and we handled questions about Family Health Plus all the time.  We had direct phone lines to people and could usually get the ball rolling on things like this.
