I actually really like the name Pepper (it was one of DH's great-grandmothers' names), but I just don't think it's a livable name today. I don't think it can be taken "seriously." But I do think it would make a cute NN, possibly for Penelope or Piper or another P name, or even just for the heck of it (a kid with a spicy personality would be a good Pepper).
I love Piper. I think it's very fun and has a lot of personality. It's pretty, but it's not frilly.

Pepper would be a cute NN, but I'd definitely give the kid a "real" name to go by when she's older. It also immediately makes me think of Pippin Galadriel Moonchild from Good Omens:

Yeah, we actually considered Pepper.....but not anymore.......whew! The input around here is kinda.....caustic? Yeah, but whatever. I get it. I named our miscarriage baby Poppy. I guess I was considering a theme. Now I'm just kinda depressed. I guess its back to the drawing board!
Like everyone else said, Piper yes, Pepper not so much. Something to keep in mind though, I work with young children and recently I have come across 3 Pipers. All little girls, so it might be growing in popularity. (don't know how much that matters to you)

Piper is my dog's name, so I totally associate it with a dog. I do know of a few littler girls named Piper, though, and I do think it is a cute name.
