Need advice on starting PT

My daughter will be 2.5 on Feb 1 and I wanted to start potty training before her new sibling arrives in March.  We've had her potty out for a month or so, but she refuses to sit on it.  She will tell us before she has to poop, but won't let us come near her while she goes in her diaper.  She has yet to tell us when she has to pee or even after.  I have the cloth training pants and have put them on her, but she will just pee in them and tell me after she's wet.  I've tried to get her to sit on the potty, I've tried bribing her with candy, but she just refuses.  She looks completely panicked and screams if I try to sit her on the toilet.  I don't want to traumatize her by pushing the issue.  Do you think she's just not ready and we should wait?
