Licensing requirements for birth center

Good morning!  Does anyone know what it takes for a birth center to become licensed?  A new center is opening up in my city and I believe they're not yet licensed.  The existing center that's been open for some time is licensed.  Just wondering what this entails.

I read online about birth centers being classified as ambulatory surgical centers - ironic, no?  Thanks for any info you can provide!
