poll: who's to blame?

Person A puts a whole bunch of toys on the bottom of the stairs, right in the middle of the steps.

Person B walks upstairs to get something, stepping around the toys.

Person B walks downstairs, holding a big box.  Person B can't see anything b/c they are holding the big box, steps on the toys, falls down and bangs their head.  Ouch.

Is person A a child or an adult? An adult should know better. A child probably isn't thinking about the danger of putting objects on the stairs.
