I saw where your 17-year-old dropped out of high school.  I am not sure what the laws are in PA but in WV, the state has to educate you until you turn 21.  That means that, if the laws are similar and he has not done anything else to burn his bridges, he could go back to high school, and even if he is 2 to 3 years behind, get his high school diploma.  If he is serious about going to the military, this might be the hook you need to get him back in school.
