I had a really hard time finding cheap and decent snow boots this year! I got Liv a cute and warm pair at WalMart last year for $9.99, so in my mind that is what I was looking to spend, but I couldn't find any decent ones for less than $30 this year (anywhere, not just WalMart).
We ended up getting a pair from Stride Rite. I spent $40, but they seem to be high quality and should keep her feet warm playing outside at daycare.
What's your price range? I think I've looked at the boot selection at every major store in the area, lol.
I found a cheap pair at 6pm.com and they were good too! The only problem is it's $6.95 for shipping and no free returns. They are affliated with Zappos.com so I am I know it's a great website!
