1. ITA that it would be weird to be only invited to the party. I'd give someone the side-eye that invited me to the party but not the important part.
2. Light snacks are totally fine, especially if you mention "light refreshments" on the invite. Either way is fine so long as the guests know what to expect.
3. I hate the politics around who should get invited to what. I've found out the hard way that there's always going to be someone offended. An easy way to cut down lists like that is to try to think about it from the invitee's perspective and whether or not this is a celebration that they would genuinely desire to be there for.
