sandbox vs. sand and water table

Eloise loves playing in dirt, sand, rocks, etc. I think she would have a blast with a sand box or sand and water table. I'm going to get her one or the other for Christmas and set it up in the garage for her to play with this winter then move it out into the yard. She mainly likes to pick up the sand (or dirt or rocks whatever) and let it fall through her fingers, throw it down, move it from it's container onto the ground or into a bucket. I can't decide which we would get more use out of/which she would enjoy more. Anyone have a strong opinion one way or the other? If we got a sandbox, it'd be covered in our fenced in, cat free yard so poo is not a concern. TIA.

Unless you want to change the sand frequently my vote is sand only.  Our friends had a sand and water and it turned into a yucky mess, they only use it for sand now.
