Best store for kids crafts? Other ideas?

I think for Christmas, I'm going to put together a craft box/basket/bag for my 5 year old niece.  What can I get to put into it?  I don't want to just fill it with craft supplies.  I think the supplies need to have direction or they'll never get used.  I'd be willing to get a few store-bought crafts if they're inexpensive, but I'm not sure where the best place to look would be.  Hobby Lobby would be awesome, but we don't have one here.  JoAnn's and Michaels are pretty expensive for that kind of thing. 

Anyway, here are my ideas so far.  I'd love to hear more ideas! 

-a pot holder loom

-paper bag with construction paper and scissors to make puppets or maybe a few pairs of socks, some buttons and fabric glue/paint??

-an inexpensive purse or bag and the fixins to make it fancy

-craft book (maybe something like directions for Jacob's Ladder or something?)
