Can I choose neither? I wouldn't pair Sam with an S last name, and I wouldn't pair James with sibling Jack.
I was actually thinking the same thing. I love the names James and Sam (actually, my oldest son is Samuel--we call him Sam), but I wouldn't have picked that name if my last name started with S. I also wouldn't pair James with Jack, either.
If those were your two final choices, however, I'd go with James. Better to have two siblings with the same initial than a first and last initial that match, IMO.

I would much rather have a name with the same letter for first and last name, than siblings to "match" like James and Jack- especially for boys!!
Our last name begins with a C and the names Claire and Charles are 2 of our top choices. I actually really like how the 2 C's sound together.
On the other hand, I would never name DC #2 with an R name- esp a boy. Like Russell and Reid, or Russell and Robert...IMO it just sounds silly and contrived, like you're trying too hard to be cute. Just my .02!

I love James! I feel like it's so underappreciated, but it really is a strong, solid name.
I don't like Sam (I do like Samuel), and I don't like that Jack and Sam would be a sibset of NNs-for-full-names.
