I went to look at a daycare last week and in their policy manual it states that they will not administer any medications (prescribed or over the counter) nor apply any diaper cream. I assume this is because of liabilty issues but is this the norm for centers?

In VA you can't adminster meds without having Medication Administration Training which is a couple of days long and requires a test. When my guys needed nebulizer treatments it sucked because I had to stay home to do them until the provider got her training done - which she did.
The diaper cream, unless it is prescribed, seems a little hard core though.

Diaper cream? That's crazy, imo. At our daycare we fill out a form for the new classroom (when he moves up) to authorize using diaper cream as needed. Same for sunscreen.
As for prescriptions, they will give them with properly labeled prescription bottles as well as the parental consent form. This includes nebulizer treatments, ect.
I cannot imagine our daycare not being able to give medications (if DS was on anything that was three times a day, needed albuterol, ect).
I find that really odd.
Our daycare will give tylenol as needed (we signed a waiver for this), the will use diaper cream (I think we signed for this too), and they'll administer antibiotics as needed, though we have to sign a seperate form in the instance.
