Gap and Old Navy tend to run the same. I think they both run small. In Gap, H wears size 18-24mo in pants and t-shirts and 12-18 in onesies. He wears 12mo for all in Carters.
Old Navy runs small, but maybe because I have issues with the clothes shrinking. I buy 24 months & DD wears 18 months in most clothes. As for the Gap I haven't bought for my LO in awhile, but I think they were pretty true to size.
I would say they run a little small. DD has been in their 18-24 month clothes since spring (starting when she was 12 months). I just bought her a bunch of stuff there, and I got her 18-24 in pants and 2T in tops. She has a long torso and short legs, and is overall tall for her age. GL!

I don't know about Gap, but ON sizing I find to be somewhat inconsistent, but it usually runs small. I've especially had problems with the neck holes on their shirts being too small; Will has a tiny head (11th percentile) and yet when he was only 13m old, the neck holes on his 12-18m shirts were too small! So now I tend more to get them polos or button-downs from ONs rather than T-shirts, or if I get T-shirts, I get them a size better. Their pants and shorts do seem to run a little small, too.
This is all over the board! Maybe it depends on the item. I think Gap runs pretty true to size in between Carters sizes. DD can no longer wear 12 mos. Carters but can wear her Gap 12-18. Some Gap items 12 to 18 are getting slightly small but most are okay. She fits perfectly in Carter's 18 month.

For me, I think they run big.
For babies, they run small! Really small actually. When DD was a few months old she needed a 6-12 month stuff in old navy clothes.

This. I just bought some 6-12 month shirts for DD at Gap and they are huge.
I never get Gap, but I do shop at old navy a lot. They actually run pretty true to size for DS.
Mine are the same height but Audrey weighs alot less than Vivi. They have different frames too, with Vivienne having a bigger bone structure.
For jeans Vivi fits in Old Navy Jeans, but Gap are way too slim fit.
For footie PJ's Old Navy seems to fit slender, but length is good.
For shirts I think they run true to size, and similar to each other.
