Why can't I PM people?

I have never been able to.. I am clicking on their names and I cannot ever even FIND the PM button? Is there a reason? TIA!

You don't click on their names. At the bottom of their post, there are places to click to Reply, Quote, and Contact. Click on Contact and it will give you a drop-down option to send a PM.
