Potty Trained in public/DC not home

My DD will go all day at school even wake up dry from a nap. When we went out to the zoo the other day she went every time we stopped at the potty and stayed dry the hour car ride there and back. So I know she is ready. At home she will not use the potty. She will cry and scream! I even tried to bribe her this weekend with potty presents as one of my books suggested for a very strong willed child. She wasn't even convinced to try to go! I tried putting her in panties all day and we went through 6 pair by 1:00 and I gave in. She does tell me when she is wet or poopy and will let me change her that is an improvement over a couple of weeks ago when she would run when I tried to change her. I have been doing passive potty training since June and I feel like nothing is working!

I just don't understand what to do to help her and help myself.
