  • it looks like they just attached ribbon to the bottom (put right side to right side, sew, fold down, then fold the ribbon in half , tuck a bit and stitch over it to close), then to a straight loose stitch at the top of the tulle so you can cinch it prior to attaching it to the ribbon.  I'm guessing the tulle ends are sewn together before attaching to the ribbon.  that's how I would do it anyway.  

    I'm in no way a pro, but I've made skirts.  look it up on youtube ... that's what I do when I cannot find a free tutorial on a sewing blog or just need to visualize someone else doing it.

  • 3-4 layers of tulle and some ribbon is about it. ?

    Cut about 2-3 times the amount you need at the waist, baste the top edges about 1/2 an inch down from the top. ?Pull the bottom thread on one side, top thread on the other until it's waist sized and all gathered & ruffly, sew 2" wide ribbon on and tie it. ?For the bottom, take the same ribbon and just fold it in half, sandwiching the tulle inside it, stitch.

    For the top sparkly layer either sew on some sequins, or just buy a little bit of some sparkly netting or organza. ?

  • oh and if it's sewn onto that pink top in the picture, honestly I'd just safety pin it on so you can take it off & use the skirt more. ?Otherwise, zigzag stitch it loosely onto a knit t shirt before you put the top ribbon on, then do the ribbon to hide the edges.
