right now i'm mixing mine up in a pint sized jar and i add a squirt of dr. bronners, 1-2 drops tea tree oil, & 1 drop lavender oil and fill the rest with water.
the orig. recipe i think called for 1tbs dr. bronners and 1 cup water (oils were 1-2 drops), but i found it was too soapy so i cut it back and upped the water.
I use either plain old tap water or a squirt of her bubble bath and tap water. It's been working well so I don't see the need to make a fancy solution at this time.
I have a spray bottle hanging on the changing table with water and about 3 drops of J&J body wash in it.

I have a squirt bottle, and fill it with warm water, 2-3 drops of tea tree oil, and 3-4 drops of baby wash (we use California Baby Calendula; smells so nice!).
we use the lavendar baby bath in tap water. i mix it and pour it over the wipes in an old wipes box. we got our cloth wipes at the dollar tree- they are actually baby wash cloths! works great, only takes one wipe to clean a poopy diaper, unlike disposable wipes that need three or four. you can make them as wet or as dry as you want, i love using cloth wipes- i dont need a seperate pail for the nasty wipes, jsut throw it all in together
