I think my son was over 2 when we started doing it. We probably could have started earlier, but he didn't seem interested in it and was comfy without.
Bed Bath & Beyond sells one called a "children's pillow" that isn't quite as thick or fluffy as a lot of pillows are, but it's still comfy. It's also hypoallergenic, which is important for my son.
We didn't offer F a pillow until we moved her to her 'big girl bed' and that was just before she turned 2. She slept well in her crib without one. We got her a similar pillow that pp posted from BBB, they have a big selection.
