I don't really like the idea of using the same mn for both girls..but thats just me. if you really love it, go for it.
What about Elle Renee? Or Ellie Grace?

Elle Claire does sound a touch off, but at this point, I can't see anything wrong with the two names. I would look at more of her first name/last name combo. With a name like Elle - it sounds like you're putting a spanish EL in front of whatever middle name you choose/last name you have. I think this is why the writers of Legally Blonde gave her a last name that is more like a word - Woods.
Anyway, Claire is distinctive and doesn't run into Elle, whereas Elle and Lianna do. It's not going to come up much in her adulthood, unless she's filling out forms or swapping middle name stories...it's not like she's going to go around saying "Elle Claire ___" (which sounds like eclaire now that I say it out loud).
Makayle - right out. I consider Michaela the feminine form of Michael.
