I changed mine legally when I was a teenager (LONG story). You have to do it through the courts. Maybe start with city hall or calling the district court house & have them direct you.
In our county, you just need to go to the registrar and apply for a certificate of name change. It's almost like getting a marriage certificate. You get the certificate, then you have 30 days to publish your intentions in a major newspaper. (You basically have to publicly alert creditors, etc. They also want to make sure you are not trying to hide a child from the other parent). Then you take a copy of the name change classified ad with the certificate and have it filed. Once you get the signed and stamped copy of the filed certificate, you can get a new copy of the birth certificate with the new name and then use that to change the social security card.
