Their ability to spit on command is the key determining factor more than age.
ETA: Did you mean brushing teeth in general? We started that as soon as they got teeth so about 6-7 months with flouride free toothpaste.

We started around his first birthday brushing his teeth 2x a day. We use the toothpaste without flouride since he likes to swallow it. We'll wait until he can spit to give him real toothpaste.
With DS we started at maybe 18 months, we brushed with just water before that. With DD we started at maybe 7 months. We use the Orajel toddler toothpaste, fluoride free. The kids' ped dentist says no fluoride toothpaste for them before 6.
We started with flouride free paste at about a year (before that we just used water). We started using a smear of flouride toothpaste once a day last month even though he can't spit it out. We don't have flouride in our water so I'm not worried he will get too much.
