How tight are the straps on the stroller supposed to be?

Up until this point we've been using the infant carrier w/ the Snap N Go, but last yesterday we attempted to use our real stroller, the Peg Perego Pliko P3.  The straps seemed awfully loose... we tightened them as far they could go (at least I think we did), but they still seemed loose.  How tight do you tighten the straps?  Not as tight as the carseat ones I'm assuming...

    Same with us for the Mclaren stroller.  I think the straps are more to keep them from getting up out of the stroller or accidentally falling out if you hit a bump or something.  If you're LO is too you to even sit up you would have the stroller reclined anyway so it's more for older kids.
