Rules for bean bag toss ?

How would you go about giving prizes for a children's party with a bean bag toss with one hole in it? It will be made out of a character.  I'm thinking each kid gets 4 chances (bags) to throw but how do I determine prizes?  The kids' age range will be 2 to about 8 or 9.

Maybe treat like a carnival game.  One bag gets a certain prize(thinking dollar store here), same for 2 and 3...get all four and they can get all the prizes or choose from something bigger?
