Say you work in a business casual office. You have a departmental "retreat" today...meaning your whole department, which is split between two offices in two different buildings, gets together and goes over different business points, new policies and procedures, new deadlines, that sort of thing. Lunch is also in there. The email from the director says "casual dress, shorts are permitted"...
What do you wear?
It is Alabama, in July, so it'll be hot, however, the retreat is 100% indoors.

Yea...that's my line of thinking too.

I would wear bermuda shorts, a nice top and sandals. Your boss specifically said shorts are permitted so to me that means it isn't a problem at all. I would just make them nice and appropriate length for the office.
That said my office is very casual and we have summer dress from memorial day to labor day because of the heat. So everyone wears capris to work daily and usually t-shirts or nice shirts. The only thing we can't wear are shorts or jeans (except on Fridays).
The sweatpants person is totally out of line IMHO.
