E's 46 or 47 inches tall. He JUST learned how to really ride a bike, and so now we're buying him one with training wheels. I don't know what size--I don't want it too big, but he's bigger than most kids his age and I don't want it outgrown by next summer.

Ben has a 14" that he got for his 3rd birthday. Right now is is a tad short for him, but I'm not buying him a new one every summer, and the 16" he tried in the store is a tad too big (IMO, not in DH's.) E seems to be a couple inches taller than Ben, so I'd go with a 16" for sure.
For B, I'd probaly get a 14". Natalie is about 36" and could probably ride a 12". I'd say Ben was about 39-40" when he got his 14"
I'm pretty sure Annalise has a 16" bike. She got it as a birthday present last year. She was just under 42" then. She fits on it fine; she's just no good at actually pedaling. It gets too hard, and she gives up. Her feet tend to slip off the pedals too. I don't think that's based on the size of the bike though.
It looks like your choices are 12" or 16" at most stores. I'd definitely do a 16" for Ethan. Bella is 3 yrs, right? She's pretty average for height then, so a 12" might last 2-3 years for her.
