I'm afraid of choking too but I started giving DS toast. I just make sure that I or DH are sitting with him while he is eating it. If he gets off a large piece or tries to get more when he hasn't finished what is in his mouth we stop him.
I can tell you from experience with DD that teething biscuits won't break off until they get smaller (usually) but that they are a horrible mess when they don't have teeth. And even after teeth too. We only gave DD the biscuits before a bath because she would be covered with biscuit slime. So we aren't giving any to DS, we're using other things.
If you try toast experiment with how dark you make it. You may find that crispier toast doesn't come apart as easily.
make sure you watch dd while they eat it. mine has gotten excited and took bites of his. he ended up with chunks. i have been getting them out of the back of his mouth. He has been almost choking on them. i got a quick finger...

Yes, they just kind of dissolve in their mouths and they can gum the tiny pieces that come off..
