moms of girls, where do you buy formal dresses?

I need to find formal dresses with black in them for my girls and am having a hard time finding some in their sizes (18months and 4).  If I find one in one size, I can't find another in the other size.  I would rather not have the same dress either. 

Where do you shop for formal dresses?  Is there a special place that I don't know about?  The only place I've found what I'm looking for is Amazon but it would take too long to ship.  I need them for the 19th and they won't even ship until 15th-21st.  I don't want to risk it.

How formal is formal?  Like, taffeta formal?

taffeta/organza formal.  my sil is getting married.  hubby and I are both standing up but our girls are not.  they will be part of family pictures and sil wants them to match us.  colors are black/white/apple red.

JCrew.  The smallest size they go is a 2, but I just got my dd's flower girl dress there a few months ago, and ordered a size up.  It fit perfectly.  I'd check the measurements, but I'd be willing to be the 2 would fit your 18 month old.

I just saw a cute white dress at JCPenney this week. Burlington Coat Factory also has TONS of dressy dresses in those sizes.

The Cinderella line has a lot of flower girly type dresses, and those stores carry them for about $30-40... less on sale.

This one is $35, and you could put any color sash on it-- they have it in a whole range of sizes.
