ds refuses to lift head when on tummy

but when we are holding him with his head on our shoulder, he picks it right up (even using his arms or chest) and looks around even. WTH? He is a tummy sleeper and has moved it from one side to another, but during tummy time refuses to budge (if he is flat on the floor).

It must be a Harrison thing :P My LO refuses to lift his head when doing "tummy time" but if he is laying on my stomach with me flat he lifts it up and moves it around...

How about if you prop him up on a small boppy?

Evie does the same thing. I asked the doctor about it yesterday and she said it's perfectly fine at this point.

My DD does the same thing.

She is really strong - she holds her head up for long periods of time. She will even swivel and look around with a lot of control. She also gets crabby when we try to hold her head for her. 

But tummy time is a major bust. She has only done it "right" once. The rest of the time she just freaks out because she can't see what is going on in the rest of the room.

My LO does the same thing. It's pointless, he just lays his head down and fusses.

DD just lays there and chews on her arm, cracks me up.  But when I'm holding her she lefts her head constantly!  She has gotten good at pulling her legs under her so I guess that's something.
