Smoking 2 yo. Warning this is sad!!

My DH sent me this article and it turned my stomach.  It's so incredibly sad.  Anyone else seen this?

I think someone posted it this morning. Horrible! The kid also pulls himself around on a cart kinda thing and has trouble keeping up with the other kids. Really? I am so surprised given his parents are allowing him to destroy his lungs and he is overweight. Those parents should be in jail.
