I saw the dress you're looking for in your sig - this one is tea length and the extra fabric part (I don't know what it's called!) is high in the front instead of on the hip, but when I saw the dress you like I thought of this.  I tried it on for a wedding last year.  It's super comfy.  I don't know if they have something similar but longer at DB too, I don't have time to look but just wanted to show you -
