I saw a post about this not too long ago, and I know some of you recommended bike shorts. But where do you get those for toddlers? As is I'm forcing DD#1 to wear her sisters diaper covers. She HATES that of course.
Since little girls' dresses are not fitted, slightly bulkier shorts will do, IMO. I just have ML wear her cotton knit shorts. Target alway has a few solids for $4.
I found a product called "Monkey Bar Buddies" in a local boutique, and they are great. They're little bike shorts that are very smooth, and have absolutely NO BULK at all. They're made out of a spandex blend, but are not super tight. They come in all sorts of colors...
Now, they are expensive ($20 at this place), but they're worth it for certain outfits. I obviously don't let her wear them under every outfit -- I have the cheaper leggings from Children's Place that I use when I can. But there are certain outfits where you don't want that bulk, and these are little shorts, instead of a long legging. They are well-made, excellent quality material.
